The 25th Plenary Meeting of the 14th Standing Committee of the Supreme People’s Assembly of the Democratic People’s Republic of Korea took place on April 11.

It adopted the Law of the DPRK on the Management of Scientific and Technological Personnel as a decree of the SPA Standing Committee.

The law sets it as its mission to establish a strict system and order in the management of scientific and technological personnel so as to ensure that the state shall identify and manage them in a unified way, develop science and technology and the economy and improve the people’s living standards by enhancing their role.

It consists of 43 articles in six chapters.

It stipulates the contents on training sci-tech talents systematically according to the plans of sectors, regions, units and subjects to meet their demands, enlisting them in developing science and technology and the economy and improving the people’s living standards in an effective way, and registering all of them and manage them in a unified way.

It also specifies the issues to put them forward and give preferential treatment to them, such as enhancing their role and making assessment of their merits, improving their qualifications and providing their working and living conditions, so that they can play a leading, core role in sci-tech activities.

Article 10 stipulates that industrial establishments and organizations shall find out reserve sci-tech personnel through several occasions for organizing a festival, exhibition, show, presentation and prize contest or finding solutions to the sci-tech problems arising in production and construction, and the training of sci-tech talents needed by their units by themselves through the study-while-you-work system.

According to data available, over 5 000 working people have enrolled at the faculties of several universities online from the outset of this year up to now.

The Pyongyang General Electric Cable Factory 326 and many other units set a high goal to increase the ranks of talents through the study-while-you-work system and enrolled their employees at the distance education system.

The number of agricultural workers joining the online course of universities of agriculture in all provinces is on the increase.

With an ambition to open the road for boosting production by dint of science and technology, all sectors and units across the country are directing primary efforts to managing and training talented personnel as required by the above-said law.
