General Line of Socialist Construction
The Juche-oriented revolutionary theory clarifies the original general line of socialist construction. It is, in a word, to thoroughly carry out the three revolutions—ideological, technological and cultural—while strengthening the people’s government and enhancing its functions and role constantly.
To build and complete socialism it is needed to build up the people’s government and enhance its functions and role.
The basic mission of the people’s government is to serve working people. It is the representative of their independent rights, organizer of their creative ability, householder in charge of their livelihood and protector of their independent and creative life.
What is important in strengthening the people’s government is to strictly embody the leader’s ideology and ensure his leadership.
And an important task in enhancing its functions and role is to ensure its unified guidance over society. The people’s government should take unified control of all domains of social life and all areas of the country, ensure their balanced and harmonious development and give free rein to the creativity of all individual sectors and units.
It is an important function of the people’s government to enforce the people’s democratic dictatorship. It should put down the manoeuvres of hostile elements against socialism root and branch and intensify legal punishment of those who violate law steeped in old ideas.
In strengthening the people’s government and enhancing its functions and role lies a sure guarantee of defending and consummating the socialist cause.
To complete socialism it is imperative to carry on the revolution continuously even after the socialist system is established. In other words, the three revolutions—ideological, technological and cultural—should be carried out.
The ideological revolution is, in essence, a revolution to replace old things with new ones in the ideological domain. Specifically, it is a struggle to arm all members of society with independent ideological consciousness, socialist ideology, and make them revolutionaries of a Juche type.
Its key task is to firmly equip all people with one ideology, the revolutionary ideology of the leader, and achieve ideological unity of the whole society on the basis of it.
A successful ideological revolution requires intensifying ideological education and ideological campaign and training people through revolutionary organizational life and revolutionary practice.
The technological revolution is an undertaking to promote the well-being of the people by developing productive forces, eliminate the substantial difference in labour and free working people from hard labour.
To carry out the technological revolution successfully it is necessary to correctly set the stage of its development in full consideration of revolutionary tasks and feasibility and carry it on from the standpoint of Juche, on the principle of making the national economy Juche-oriented, modern and science-based, in line with the specific conditions of the country and by relying on the creativity of local people.
The cultural revolution is an undertaking to free people from the shackles of old culture and create a socialist culture that serves the masses of the people so as to enable all of them to enjoy civilized socialist life with profound knowledge and high cultural attainments. What is important here is to develop education, thoroughly implement the line of building socialist national culture and overcome the imperialists’ cultural infiltration and a restorationist tendency.
The principle to be adhered to in carrying out the three revolutions is to push the technological and cultural revolutions in parallel while giving definite precedence to the ideological revolution.
The elucidation of the general line of socialist construction by the Juche-oriented revolutionary theory meant the provision of correct guidelines for transforming nature, society and man as required by Juche and successfully building and completing socialism.
